Imagine a controlled environment, where your build machines that is where you run packer for your image build automation are built according to company standards.

These standards prescribe, that Operating System goes onto disc C: and everything else goes on another disk. This is not arbitrary: the machine is hosted is under a hypervisor and there are different tiers of data storage to provision disks upon, some are more expensive fast and some less. It is advisable to have OS on the fast disks, but it is not possible have all the images built on this machine have on the same fast disk.

As a matter of compliance a regular check could be performed on disk C: so it does not has anything that is was not explicitly provisioned for.
